977.06 FEES AND CHARGES FOR USAGE OF RECREATIONAL FACILITIES.
(a) “Resident” means an individual domiciled in the City.

(b) Fees for the use of the Michael J. Colligan Lodge located at Veteran’s Park are hereby established and shall be as follows. If the renting party cancels its reservation prior to the date of the rental, $25 of the security deposit shall be non-refundable.

(c) In addition to the above fees, the following custodial charges shall be incurred in the event the above facilities are not left in good condition and extra custodial services are needed in order to place the facilities in the same condition as when the facilities were originally used by any person or organization:

The above custodial charges shall not include carpet cleaning, upholstery cleaning, or building damages. In the event such cleaning is required or damages are incurred, the person or organization using the facilities shall be directly responsible to the City for all such cleaning services and/or all repair or restoration needed resulting from the damages incurred.

(d) Fees for the use of the Clubhouse in the Twin Run Golf Course for the period from December 1 through February 28 of each year are hereby established and shall be as follows:

(f) The City Manager may, but is not required to, modify or waive the fees set forth in Section 977.06(b), (c) and (d) under the following conditions and as the City Manager determines to be necessary:
(1) The organization or sponsor for the event is a non-profit organization exempt under Section 501(c)(3) of the Internal Revenue Code;
(2) If the payment of overtime is not required for any City employees for any purpose related to said recreational facilities; and
(3) If the City Manager deems a modification or waiver is appropriate taking into consideration the benefit to the public and/or the purpose of the event for which the recreational facility is to be used.
