353.08 TIME LIMIT VIOLATIONS.
    (a)   Parking Meter Violation. No person shall permit a vehicle to remain in any parking space adjacent to any parking meter while such meter is displaying the signal indicating that the vehicle occupying such parking space has already been parked beyond the period of time prescribed for the parking space. The fact that a vehicle is parked in a metered parking space during the hours of limited parking, with the meter time signal showing no permitted parking, shall be prima-facie evidence that the vehicle has been parked in such space longer than the lawfully permitted parking period.
   No person shall deposit or cause to be deposited in a parking meter, a coin, as provided in Section 353.09, for the purpose of obtaining an extension of indicated parking time beyond the time limit prescribed for parking a vehicle in a designated space alongside of or next to such parking meter.
   Each repetition of a time limit violation for a period of time equal to the prescribed time limit for the parking space, during the same day, shall constitute a separate and distinct offense, and shall be fined as set forth in Section 351.99(b).
   (b)   High Street One-Hour Parking Violation. No person shall permit a vehicle to remain beyond the one-hour parking limitation in any posted, non-metered parking space on both sides of High Street between Monument Avenue and Martin Luther King, Jr. Boulevard. The fact that a vehicle is parked in such posted, non-metered parking space and any tire of such vehicle has been marked by police officers or parking meter attendants for exceeding the one-hour parking limitation, shall be prima-facie evidence that the vehicle has been parked in such space longer than the lawfully permitted parking period.
   Upon the violation of the one-hour parking limitation for any posted, non-metered parking space on High Street between Monument Avenue and Martin Luther King, Jr. Boulevard, no person shall park in any other parking space, and/or move from one parking space to another, within such area on the same day.
   Each repetition of a violation of the one-hour parking limitation for any posted, non-metered parking space on High Street between Monument Avenue and Martin Luther King, Jr. Boulevard, on the same day, shall constitute a separate and distinct offense.

   (c)   Parking Lot A - Two-Hour Parking Violation. No person shall permit a vehicle to remain beyond the two-hour parking limitation in any posted, metered parking space located in Parking Lot A - Market Street and Riverfront Plaza Lot (lot adjacent to Elder Beerman). The fact that a vehicle is parked in such posted, metered parking space and any tire of such vehicle has been marked by police officers or parking meter attendants for exceeding the two-hour parking limitation, shall be prima-facie evidence that the vehicle has been parked in such space longer than the lawfully permitted parking period. Upon the violation of the two-hour parking limitation for any posted, metered parking space in said Parking Lot A, no person shall park in any other parking space, and/or move from one parking space to another, for the purpose of evading the two-hour parking limitation within said Parking Lot A on the same day. Each repetition of a violation of the two-hour parking limitation for any posted, metered parking space on Parking Lot A on the same day shall constitute a separate and distinct offense.
