947.03 RESIDENTIAL SERVICE - SCHEDULE "R".
   (a)   Eligibility. Residential Service - Schedule "R" is applicable for service supplied to what is ordinarily designated and recognized as individual, single, or multi-family, residential or home use, including apartments, mobile homes and other individual single or multi-family noncommercial dwelling quarters or units. Where service is supplied through one meter to more than one dwelling unit, living quarters or apartment, General Service - Schedule "G" shall apply. This Schedule does not apply to service that is ordinarily considered in public utility operations as being nonresidential or nonhome use in character. For such nonresidential service, some other rate service schedule shall apply. Where gas service is supplied through one meter for both a residential and nonresidential use, the City's General Service - Schedule "G" shall apply, or at the customer's option and expense, the supplies may be separated (subject to the City's inspection and approval) and each service shall be separately metered and billed under the applicable Schedule. Residential Service - Schedule "R" is available to noncommercial purpose premises located within the City's gas distribution system where the City's gas mains are adjacent to the premises to be served.

   (b)   Residential Service Charges. The minimum monthly charge shall be the Customer Service Charge. The monthly bill shall be calculated from the sum of the charges set forth below for bills rendered on or after the effective date:

      (3)   Gas cost recovery charge: The gas cost recovery charge is the gas cost recovery rate for each Ccf commencing June 11, 1993. The gas cost recovery rate shall be determined in accordance with Section 947.12.
      (4)   Unfunded Governmental and Regulatory Mandates Utility Adjustment (UGRMA) charge: The URGMA charge is the UGRMA charge for each Ccf commencing (date mandate becomes active) in accordance with Section 947.20.
      (5)   Suburban premises surcharge: For premises located outside the corporate limits of the City, a surcharge of ten percent (10%) of the sum of the charges under subsections (b)(1) and (2) hereof shall be charged for each bill rendered, and no less than monthly.
