The policemen shall have the following duties and powers:
(A) Law Enforcement.
A Village policeman shall cause the public peace to be preserved by the enforcement of the ordinances of the Village and the resolutions of the Board. He shall suppress all riots and disturbances which may occur in the Village, and whenever any violation of any ordinance shall come to his knowledge, by information and otherwise, he shall proceed at once to arrest and prosecution of the offending parties. He shall attend to the collection of penalties and fines without delay whenever an execution is placed in his hands. He shall see that all persons charged with crime or misdemeanor, punishable by the laws of the State, are promptly brought before the proper tribunal. He is especially charged with performing the duties enjoined upon him by the ordinance in relation to animals, dogs, elections, licenses, misdemeanors, and nuisances, and to omit no duty imposed by the other ordinances, the Village charter of the laws of the State.
(B) Duties of Policeman.
It shall be the duty of the Village policemen to arrest every person, with or without process, who shall, in his presence, violate any ordinance of the Village, or any person whom he reasonably suspects of having violated any ordinance of the Village or law of the State and any other person of suspicious appearance who may be found loitering about the Village at late or unusual hours of the night, or any person found skulking about any dwelling or other premises at any hour of the night, whom said officer may believe intends to commit a breach of the peace, or any offense, and process that person in accordance with the rules and procedures adopted by the police committee.
(C) Arrest or Commitment.
Whenever in the execution of his duty it shall be necessary to make any arrest or commitment, the policeman is hereby authorized to make the same, and to employ such force as may be necessary for the purpose, and if any person shall resist, aid or abet, or encourage any person in resisting the policeman or any other officer or person assisting in the execution of any duty, or if any person shall refuse to aid such officer or other person when so called upon, it shall be the duty of the policeman to cause such person so aiding or abetting, or encouraging, or refusing to assist in making the arrests as aforesaid, to be prosecuted under the ordinance of the Village and the laws of the State.
(D) Service of Summons.
A policeman shall have the power, and it is hereby made his duty, to serve all summons or warrants for the violation of ordinances, and all criminal warrants, to whomsoever directed for service, within the corporate limits of the Village, and all such other process as may be necessary to enforce the ordinances of the Village and the laws of the State; such policemen being hereby clothed with all the common law and statutory powers of policemen for such purposes.
(E) Apprehending Violators.
The policeman shall be vigilant in apprehending and arresting violators of the Motor Vehicle law and of the ordinances of the Village. He shall, when required by the Mayor or any three members of the Village Board, deliver notices of any special meeting to each member of the Village Board, or have the same at his usual residence.
(F) Complaint Preparation.
When any violation of any law or ordinance of the Village shall come to the knowledge of a Village policeman, he shall, without delay, make or cause to be made the proper complaint before the appropriate Court, shall procure all evidence for the successful prosecution of the offender, and shall notify the village attorney of the pending charges.
(G) Structure Entry.
The Village policeman shall have power, upon reasonable grounds of suspicion, to enter peaceably, or if refused or resisted, after demand made, forcibly, any house or other enclosure in which any person may be suspected to be for unlawful purposes, may arrest, or cause to be arrested, with or without process, any person who may be found therein, guilty or reasonably supposed to be guilty, of any criminal act and to detain such person in custody, as in other cases, until he can be brought before a competent court.
(A) The police committee shall promulgate or adopt by reference, such rules and regulations governing the operations of the police department as it deems necessary to carry out the purposes of this Chapter.
(B) The rules and regulations of the committee may include, but shall not be limited to the following:
(1) Standard operating procedures for policemen;
(2) Conduct and appearance of policemen;
(3) Educational and training requirements of policemen;
(4) Grounds for suspension or other unfavorable personnel actions against policemen;
(5) Adoption of other state agency’s policies or rules regarding use of deadly force or other force necessary to subdue suspected criminals; and
(6) Limitations on consecutive shifts and number of nightshifts required.

All police officers, prior to entering upon any of their duties, shall receive a course of training in the use of weapons by the proper authorities as established by the State of Illinois. All full-time and part-time police officers shall complete a course on police procedures by the proper authorities as established by the State of Illinois Law Enforcement Training and Standards Board within the prescribed time period as established by such board. Upon completion of the course of training, the officer shall file with the Mayor a certificate attesting to the completion of the course.
