Every person desiring to engage in soliciting as herein defined from persons in residences within this Village, is hereby required to make written application for a Certificate of Registration as hereinafter provided. Engaging in solicitation with the Village Hamel without a Certificate of Registration is prohibited and shall constitute a violation of the Hamel Revised Code of Ordinances, punishable in accordance with the Village of Hamel 's general penalty provision.
