1-2-135 EXECUTIVE ADMINISTRATOR.  
   (A)   The position of Executive Administrator is hereby created for the Village of Hamel, Illinois. Qualified applicants for the position shall be appointed by the President with the advice and consent of the Village Board to a one (1) year appointment running from May 1 through April 30 of the following year.
   (B)   Monetary compensation for service in said position shall be determined by the Village Board at the time of appointment or reappointment, and the Village may provide certain other equipment or access to assist with the performance of the specified duties. No dedicated office space shall be provided for this position within Village Hall, and the position is not IMRF eligible.
   (C)   Duties. Duties associated with the position of Executive Administrator shall as follows:
      (1)   Codification. Provision of assistance to the Mayor and Board of Trustees of the Village of Hamel on ensuring the Village Revised Code of Ordinances remains current and providing recommendations to the President and Village Board on any suggested updates thereto.
      (2)   Zoning. Initial receipt and transmission to the Zoning Administrator of all zoning inquires made to the Village of Hamel, including requests for certificates of zoning compliance, requests for zoning appeals or variances, zoning amendments, and planned developments or subdivisions. The Executive Administrator shall actively communicate and coordinate all zoning related matters with the Zoning Administrator, Zoning Hearing Officer, and the Village Attorney, and shall further be responsible for providing updates to the Village President and Board of Trustees to allow for direct and informed communication with any zoning related applicant where necessary.
      (3)   Ordinance. Initial receipt and transmission to the Village President and Board of Trustees of all Ordinance related inquires to the Village of Hamel. The Executive Administrator shall actively communicate and coordinate all Ordinance inquiries with the Village President and Board of Trustees to allow for direct and informed communication with any member of the public or Village Department Head related to same.
      (4)   Comprehensive Plan. The Executive Administrator shall be responsible for the continued maintenance of and adjustments to the Village of Hamel Comprehensive Plan, as well as serving as the initial point of contact for all inquires into or related to the Village's Comprehensive Plan. This includes serving as the initial primary point of contact for all inquiries by new businesses seeking to locate in Hamel as well as the potential for recruitment of new businesses into the Village.
      (5)   Tourism/Media Relations. The Executive Administrator shall be responsible for input on continued promotion of the Village of Hamel as a tourist attraction through the Village's collection of Route 66 assets and activities and the ongoing promotion of overnight stays within the Village of Hamel. The Executive Administrator shall further be responsible for the continued design, maintenance and upkeep of the Village newsletter, social media accounts and Village website domain.
      (6)   Grant Administrator. The Executive Administrator shall have active and ongoing responsibilities to research and identify, seek Village approval to apply for, track, and otherwise follow through on grant or other funding for Village related projects in an organized and tactical manner, providing regular updates directly to the Village President and Board of Trustees.
   (D)   The Executive Administrator shall have no supervisory responsibility for any employee or Department Head of the Village.
