§ 28.00 TOWING AND WRECKER SERVICES; PERMIT AND LICENSE FEES; TOWING AND STORAGE FEES.
   (A)   Application for permit; fees. Every application when filed shall be sworn to by the applicant and accompanied by a fee of $15.
   (B)   Application for license. Every application when filed shall be sworn to by the applicant and accompanied by a fee in the sum of $15 for each wrecker proposed to provide non-consent towing services within the city.
   (C)   Renewal of permit and licenses; annual fees. The fees for renewal of each permit and license shall be $75 and $50, respectively.
   (D)   Towing charges and storage. For vehicles not requiring a heavy-duty wrecker, basic towing charges include the following at a rate of $145:
      (1)   Use of dolly;
      (2)   Towing motorcycles;
      (3)   Wheel and tire change;
      (4)   Winch, if required;
      (5)   Upright vehicle; and
      (6)   Use and cleanup of absorbent material.
   (E)   Storage fees. There will be no storage fee for vehicles which remain in the pound less than 12 hours. At the end of the 12-hour limit, a storage fee of $20 will be charged, plus $20 for each additional calendar day beginning at 12:00 a.m.
   (F)   Other labor. All other labor: $100 per hour, charged prorated in 15 -minute increments, (i.e., $25 each 15 minutes, not to include delays due to police officer's investigation).
