§ 130.02 SOLICITING PERSONS IN VEHICLES OR ON ROADWAYS.
   (A)   Definitions. For purposes of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   SOLICITATION. Conduct whereby a person solicits the sale of property, financial aid, gifts and money, or any article representing monetary value; or sells or offers to sell a product, article, tag, service, publication, ticket, advertisement, subscription, or any other thing.
   STREET. The portion of public right-of-way that is generally paved, designated, or used for vehicular traffic, including all areas dedicated to public use for public street purposes. This includes parkways, alleys, sidewalks, shoulders, or borrow ditches.
   (B)   It shall be unlawful for any person or persons to stand or walk on a roadway, public street, alley, or traffic island for the purpose of solicitation from the occupant of any vehicle driven or parked on such street. It shall further be unlawful for any person engaged in solicitation to block, obstruct or hinder the free flow of traffic in the lawful use of the street or the free passage of pedestrians in the lawful use of a sidewalk.
