§ 91.02 DISCHARGE OF FIREWORKS IN CITY PROHIBITED; EXCEPTION.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   DISCHARGE. Any act causing or calculated to cause the explosion or ignition of fireworks or to cause the propelling of fireworks into the city limits.
   OFFER TO SELL. The solicitation for sale of fireworks by verbal communication, written communication or by signs, or opening an establishment displaying or holding out fireworks for sale.

   (B)   It shall be unlawful for any person, firm or association of persons to discharge any kind of fireworks within the city limits, to sell or offer to sell any kind of fireworks within the city limits or place any sort of sign or other advertisement for the sale of fireworks within the city limits.

   (C)   The discharge of fireworks for display by a competent operator approved by the Fire Chief shall be exempt from this section, provided that such displays shall be of such character and so located, discharged or fired as in the opinion of the Fire Chief after proper investigation, so as not to be hazardous to property or endanger any person. Permits for such display of fireworks shall be in accordance with Section 17.04 of the Standard Fire Code.
