(A) Should any owner of any lot or lots within the city who shall be in violation of § 70.30 hereof, fail, refuse, or neglect to cut down and/or remove any such traffic obstruction after proper notice, then the city shall have the authority to cut down or remove such obstruction as necessary. The notice and procedure for abating any traffic obstruction located on private property shall be as provided for in §§ 94.15 et seq.
(B) However, should any plant, tree, object or vehicle encroach upon any public right-of-way, then the city shall have the authority to cut back or trim such plant or tree and to remove the object or vehicle, or portion thereof, from such public right-of-way.
