(a) In accordance with the requirements of Tree City USA, the City of Groveport hereby establishes the Trees and Decorations Committee.
(b) In order to meet the requirements of Tree City USA, the Trees and Decorations Committee shall be a continuing committee until the City no longer desires Tree City status or until the requirements for Tree City status change.
(c) The Trees and Decorations Committee is hereby established to meet the Tree City USA requirements and to provide oversight of the City’s policies regarding trees, landscaping, and decorations. In accordance with the Rules of Council, Article V, Section 6, the committee shall not duplicate the function or purposes of the Standing Committees.
(d) The committee shall be composed of six members and one member of Council. In accordance with Section 8.06
, (2) of the Charter all members of the committee shall be electors of the municipality. The members shall be appointed by the Mayor and approved by the Council.
(e) The term of office of the committee members shall be four years, except the terms of four members appointed to the first committee. Two of the four members shall be appointed for two years and two shall be appointed for (3) years.

The placement of banners, flags and holiday decorations shall be as listed below:
(a) Holiday decorations shall be placed only on locations as deemed practical by the Public Works Superintendent on Main Street from State Route 317 to the eastern corporation limits and at the entrance to each residential subdivision.
(b) Flags shall be placed as deemed practical by the Public Works Superintendent on Main Street from State Route 317 to the eastern corporation limits and throughout each residential subdivision.
(c) Banners shall be placed as deemed practical by the Public Works Superintendent on Main Street from State Route 317 to the eastern corporation limits and at the entrances to each subdivision.
