Any person, natural or corporate, installing pipe, conduits, duct work and other related items and equipment installed in or about any building, residential, commercial or otherwise, in the city, for the purpose of heating and/or cooling shall be deemed to be a heating and air conditioning contractor, and shall be licensed in compliance with and as required by and according to methods outlined and set forth in the provisions of this chapter.
