Any person, natural or corporate, engaged in electrical wiring, placing of fixtures and electrical installations installed in, about or upon any building, residential or commercial or otherwise in the city shall be deemed to be an electrical contractor, and shall be licensed in compliance with, as required by and according to methods outlined and set forth in the provisions of this chapter.
