The city of Grove has determined that whitetail deer management within the corporate limits is a necessary duty of the city to ensure that the health of the whitetail deer herd is maintained, that plant and animal life which makes up the ecosystems of the natural areas of the city are not irreparably damaged or destroyed, and to ensure the safety and welfare of the residents of Grove and prevent major damage to their property by whitetail deer.
