17-502: ACCUMULATION OF GARBAGE, HOME IMPROVEMENT WASTE AND YARD DEBRIS, NO OPEN BURNING:
   A.   It is the duty of every person, firm or corporation owning, managing, operating, leasing or renting any premises or any place where refuse or garbage accumulates to provide portable container or containers for refuse.
      1.   Containers shall have tight-fitting lids, and lids shall not be removed except when depositing or removing the contents of the container.
      2.   Containers shall be of sufficient capacity and in sufficient number to accommodate and securely keep all the refuse that may accumulate between collections.
      3.   All containers shall be kept clean and free from the accumulation of any substance remaining attached to the inside of the container which would attract flies, mosquitoes or any other insects.
      4.   Grounds immediately around the containers shall be kept in a safe and sanitary condition at all times.
      5.   Each container shall be no more than thirty three (33) gallons or 45- to 96-gallon poly cart; container and contents shall not exceed seventy (70) pounds, except where dumpsters are in use.
