17-501: DEFINITIONS:
For the purpose of this chapter, the following words and phrases shall have the meanings respectively ascribed to them in this section:
BAGGED: Placement of a plastic trash bag inside a container to hold the waste and keep the container clean.
CONTAINER: A water-tight, rodent and insect proof standard trash receptacle with a tight-fitting lid up to thirty three (33) gallons or 45- to 96-gallon poly carts.
CONTRACTOR: Any institution public or private, or corporation, individual, partnership or other entity that which has a valid existing contract with the City to furnish garbage and refuse collection and disposal services.
CURBSIDE: On the resident's property, within five feet (5') of the public street or private road without blocking sidewalks, driveways or on-street parking. If extraordinary circumstances preclude such a location, curbside shall be considered a placement suitable to the resident, convenient to the contractor's equipment, and approved by the City.
CUSTOMERS: All users of solid waste services within the corporate limits as defined below:
Commercial: Non-residential customers including industry, businesses, institutions, governmental agencies and other users of commercial-type garbage collection.
Multi-Family Residences: Duplexes, triplexes, four-plexes or mobile homes that are located on a public street or private road and where the attached or unattached units are billed collectively.
Single-Family Residence: One-unit houses, duplexes, triplexes, four-plexes, and mobile homes located on a public street or private road and where each residential unit is billed separately.
Small Commercial: Non-residential customers identified by the contractor as a commercial customer that does not generate an amount of solid waste that requires a dumpster.
DUMPSTER: A watertight metal or plastic container equipped with a tight-fitting cover, capable of being mechanically unloaded into a collection vehicle, and that is not less than two (2) cubic yards or greater than eight (8) cubic yards in capacity.
GARBAGE: Putrescible and non-putrescible solid and semi-solid wastes except sewage and body wastes, including but not limited to meats, vegetables, and fruit refuse, carcasses of small animals and fowls, ashes, commercial and industrial wastes.
HAZARDOUS WASTE: All dangerous or extremely hazardous and regulated as dangerous or extremely hazardous waste by the Oklahoma State Department of Environmental Quality or any other Oklahoma State Statute or regulation governing the treatment, storage, handling or disposal of wastes and imposing special handling requirements.
HOME IMPROVEMENT WASTE: Waste resulting from a property owner's or resident's home improvement projects including but not limited to lumber, plywood, siding, drywall, concrete rubble, windows, etc.
HOUSEHOLD GARBAGE: Solid waste comprising of garbage and rubbish such as bottles, cans, clothing, compost, disposables, food packaging, food scraps, newspapers and magazines that originate from private homes or apartments.
PUBLIC RECEPTACLES: City owned and approved containers that are placed on City facilities and parks to be used by the public for disposal of plastic, paper, glass bottles, food containers, aluminum cans, and other similar items that are used while at the facility.
REFUSE: All solid wastes including garbage, home improvement waste and yard debris.
RESIDENCE: A living space individually rented, leased or owned.
ROLL-OFF CONTAINER: Containers larger than eight (8) cubic yards used to dispose of waste.
YARD DEBRIS: Tree limbs, branches, leaves, grass, clippings of woody or fleshy plants. (Ord. 750, 4-17-2018)
