It is unlawful for any person, firm or corporation operating or maintaining a place of business where nonintoxicating beverage is sold for consumption on the premises, or any person in charge thereof to allow any minor to loiter; and it is unlawful for any minor to loiter or loaf, or to be or remain in or around such a place of business.
