14-104: UNLAWFUL TO OBSTRUCT SIDEWALKS, PARKWAYS, STREETS AND ALLEYS WITH MERCHANDISE:
   A.   It is unlawful for any person, business, firm or corporation to place upon or permit to be placed upon the sidewalks, parkways, streets and alleys of the city any goods, wares, articles of merchandise or any other obstruction, and leave same thereon; or to use the same as a place to carry on a business or trade.
   B.   Exceptions may be authorized by the city manager of the city of Grove, Oklahoma, on a case by case basis to allow temporary partial use of sidewalks, parkways, streets and alleys for community wide activities and events. Partial use as provided herein shall be such as, deemed appropriate by the city manager, which minimizes the temporary encroachment on the sidewalk, parkway, street, alley or public way so as to allow for the preservation of pedestrian access and movement thereon. Under no circumstances will any areas of sidewalks, parkways, streets or alleys be authorized for use if they are in disrepair such as will cause a safety hazard. (Ord. 626, 9-20-2011)
