The board of commission shall, as required, make application to the city council of the city for the funds that may be necessary for such board of commission to expend in order to carry out its duties as herein specified. Commencing with the next fiscal year after June 15, 1982, the board of commission shall make application to the city council for an appropriation to be set up for its use in carrying out its duties, and the city shall, if possible, include such appropriation in its estimate to be approved by the council or excise board.
