The City hereby establishes and maintains a building and facilities for the use and benefit of the citizens of the City. The City may establish branch libraries in different parts of the Municipality to accommodate the citizens of the Municipality, and as such, shall operate the Grove Public Library to the benefit of the people of the City, in conjunction with Eastern Oklahoma District Library System in conjunction with the Oklahoma Library Code.
