The duties and powers of the board of park commissioners shall be as follows:
1. To investigate and recommend to the mayor and council suitable park ordinances for the city;
2. To investigate and make recommendations concerning the physical development, growth, improvement, convenience and beautification of the city as it relates to park facilities;
3. To investigate all matters relating to the location and development of parks, location and design of buildings regarding park facilities and to make report of their findings on any proposed or contemplated project relative to park facilities to the city council and to the board of recreational commissioners for the city; and
4. All findings and recommendations of the board affecting private property shall be submitted in writing to the city council for its examination, approval or rejection.
