The purposes of the board are to promote and establish park facilities for the city, for the benefit of the public and to eliminate fire hazards by keeping the land designated as park use cleared of unnecessary timber and underbrush, and to conserve soil and land and eliminate stagnant water pools, all of which will benefit the public and the residents of the city, which will protect their health and welfare by eliminating all health hazards now presently located on the land designated for park use.
