There shall be held, besides the regular meetings of the recreational commission, joint meetings with the recreational board and the board of park commissioners at least once every six (6) months in order for both boards or commissions to exchange ideas for the orderly development and establishment of comprehensive plans for both park and recreational facilities within the city.
