The duties and powers of the board of recreational commissioners shall be as follows:
1. To investigate and recommend to the mayor and council suitable recreational ordinances for the city;
2. To investigate and make recommendations concerning the physical development, growth, improvement, convenience, and beautification of the city as it relates to recreational facilities;
3. To investigate all matters relating to the location and development of recreational places, location and design of buildings regarding recreational facilities and to make a report of their findings on any proposed or contemplated project relative to recreational facilities to the city council; and
4. All findings and recommendations of the board affecting private property shall be submitted in writing to the city council for its examination, approval or rejection.
