A. The mayor shall nominate one member to serve for a period of one year, two (2) members to serve for a period of two (2) years, two (2) members to serve for a period of three (3) years. Such nominees shall be confirmed by a majority of the city council. The members of the board of recreational commissioners appointed upon the passage and approval of this chapter shall all serve an interim term to July 1, 1985, on which date the respective terms of office of the commission are so appointed shall begin. The mayor, upon nomination of such commission, shall designate which member shall serve for a period of one year, which members shall serve for a period of two (2) years, which shall serve for a period of three (3) years. The members of the board of recreational commissioners shall be appointed from residents of the county. An effort shall be made to secure the services of persons best qualified to plan for the future growth, development and improvements of recreational facilities for the city as a whole. The members of the board of recreational commissioners shall serve without salary, and in the event of a vacancy on the board for any reason, a successor shall be appointed as herein provided for the unexpired term only of such vacancy.
B. Immediately after the appointment and qualification of the members of the board of recreational commissioners, the board shall meet and elect one of their number as chairman and one of their number as secretary. Such officers when so elected, shall serve in their respective capacity until July 1, 1985, at which time a chairman and secretary shall be elected for a term of one year, or until their successors are elected and qualified.
