No driver or owner of a taxicab shall seek employment by repeatedly or persistently driving his or her vehicle to and from in a short space or passing and repassing in front of any theater, hall, hotel, bus station, store or other place of public gathering, or in any manner obstruct or impede traffic, or cruise through the city in general for the purpose of picking up passengers.
