Any person who shall violate the provisions of this chapter shall be guilty of an offense and the City shall assess such person a fine of not less than one hundred dollars ($100.00) for the first offense; not more than two hundred dollars ($200.00) for the second offense; and not more than five hundred dollars ($500.00) for subsequent offenses within one year period following the occurrence of the first offense.
