A. The city council consists of one council member from each ward of the city and one council member at large. The terms of the council members are staggered so that at any one general municipal election, the following council members are to be elected for four (4) year terms:
1. Council members from wards one and two.
B. At the next general municipal election, the following officers are to be elected for four (4) year terms:
1. Council members from wards three and four; and
2. The council member at large. (1983 Code)
