7-103: CITY MANAGER:
The City Manager shall have the powers and duties prescribed herein.
   A.   Subject to the terms hereof and limitations imposed herein, the City Manager shall have the power to purchase or contract for all equipment, materials, and supplies and Contractual Services in the best interest of the City.
   B.   The City Manager shall purchase or contract for those supplies, materials, and equipment, and Contractual Services set forth herein in accordance with:
      1.   Purchasing procedures as prescribed by this Chapter;
      2.   Such written rules and regulations as the City Manager may adopt for the internal management and operation of the City;
      3.   Such other written rules and regulations as shall be prescribed by the Ordinances of the City of Grove and all applicable State and Federal laws.
   C.   All rules and regulations adopted by the City Manager for the internal management and operation of the City shall be approved by the Council and filed in the office of the City Clerk.
   D.   Except as herein provided, it shall be unlawful for any City officer or employee to order the purchase of any supplies or make any contract without expressly complying with the terms of this chapter. Any such purchase ordered or any contract made contrary to the provisions herein shall be voidable by the City. (Ord. 807, 10-19-2021)
