City personnel and representatives of the state and county shall have the right of ingress to and egress from the customer’s premises at all reasonable hours for any purpose reasonably related to the furnishing of water service and the exercise of any and all rights secured to it by law or these regulations, including inspection of the customer’s piping and equipment as to compliance.
