   Conditional uses in any R-S district shall be as follows:
   A.   Public and quasi-public uses.
   B.   Churches.
   C.   Residential care facility.
   D.   Temporary sales tract office.
   E.   Keeping of cattle or swine.
   F.   Kennels.
