3.20.010 Established--statutory authority.
   A new fund for the city, to be known and designated as a fund for capital outlays, in accordance with the provisions of Title 5, Division 2, Article 4, of the Government Code of the state is authorized, established and set up.

3.20.020 Source of funds.
   The legislative body of the city is authorized to provide for the levy and collection of assessments or taxes for the creation and accumulation of the fund for capital outlays. Any taxes levied for the purposes conferred by this chapter and the laws of the state shall be in strict accordance with the provisions of Section 53732 and Section 53734 of the Government Code of the state, and likewise at the end of a fiscal year, any funds that are unencumbered surplus funds on hand, may be transferred by the legislative body to such fund created.

3.20.030 Use of funds.
   Such funds in the fund for capital outlays shall only be expended for capital outlays as defined in the Government Code of the state and by the courts of this state.
