(A)
Pursuant to its powers under statute, the City Council hereby finds and declares on the basis of traffic studies that the presumptive urban speed limit referred to and otherwise applicable under § 70.04 is either too high or too low to satisfy the public safety and convenience. Therefore, special city speed limits, differing from the speed limit referred to in § 70.04 and applicable in lieu thereof when appropriate signs are erected, are hereby established and shall be enforced with respect to certain city streets or other thoroughfares as indicated in the following schedule. Unless otherwise indicated in the schedule or a footnote thereto, the respective speed limit applies to all portions of the indicated street or thoroughfare.
(B) The City Manager is hereby authorized and directed to cause speed limit signs to indicate the speed limits to be erected and maintained along the affected portions of the indicated streets in accordance with the State Uniform Traffic Control Manual. Any person who violates the special city speed limits established by this schedule when the required signs have been erected shall be cited and prosecuted for a city ordinance violation, and upon conviction shall be liable for a penal fine in accordance with the schedule listed in § 10.99.
(C) (1) For purposes of administering this schedule, the enforcement officer shall note on the court and office copies of the traffic citation the amount by which the violator was found to have been exceeding the posted city speed limit.
(2) All fines assessed and collected under this section shall be deposited in the City General Fund in accordance with statute.
(3) Fines may not be paid directly to the Clerk-Treasurer, but may be paid to the Clerk of the County Court.
