§ 70.04 SPEED LIMITS.
   (A)   This section and Chapter 73, Schedule III, apply to all public streets, alleys, and other vehicular thoroughfares under the jurisdiction of the city. These provisions do not apply to state highways or state-maintained routes which are under the jurisdiction of the State Department of Highways; nor to privately owned and maintained vehicular thoroughfares, excepting only those governed by a contract wherein the city is granted power by the owner or make and enforce speed limit regulations.

   (B)   Except as hereafter provided in this title, the presumptive (prima facie) urban district speed limit of 30 mph as established by statute shall be deemed to apply and shall be enforced with respect to all thoroughfares within the corporate limits of the city to which this chapter applies, irrespective of whether or not specific signs are erected. However, the city may, for the purpose of informing motorists and better securing observance and enforcement, cause appropriate signs to be erected reflecting the speed limit referred to under this section, where applicable, as the City Council deems necessary. Persons who violate the speed limit shall be cited and prosecuted for a state violation.
