The provisions of this article shall not apply to any platforms that have been erected, or may hereafter be erected, in the streets, alleys or sidewalks conveyed to the City by the Union Pacific Railroad Company in which deed of conveyance such company has reserved for itself and its assigns the right to erect such platforms in such streets.
