In order to assist users of vehicles commonly described as snowmobiles and all terrain vehicles to transport snowmobiles from places of storage to locations for recreation or other purposes not located upon public streets, alleyways or other public thoroughfares located within the City limits, the following restrictions, regulations and penalties as provided in this Chapter will be enforced by the law enforcement agencies of the City.
