8-5-9: PUBLIC NUISANCE:
Any cat found to be in violation of subsection (A) of this Section shall be considered to be a public nuisance.
   (A)   It shall be unlawful for any person to own, keep or harbor within the corporate limits of the City any cat which causes destruction to property or disturbs the peace and quiet of any neighborhood or person.
   (B)   It shall be unlawful for any owner or keeper of a cat to allow said cat to run upon any property in the City without the consent of the owner or tenant in possession of said property. Citizens living within the corporate limits of the City may trap any cat running upon their property. Entrapment must be accomplished by use of a live trap to be provided by the City. Traps may not be baited in any manner which would tend to lure said cat(s) upon the property of a citizen not legally the owner, person keeping, harboring or having charge of said cat.
   (C)   Upon catching a cat in an approved trap provided by the City, said cat shall be transferred to the City Animal Control Officer as soon as possible. The City Animal Control Officer shall at that time follow the guidelines therefor as herein provided. (Ord. 240, 1-2-1996)
