Any person may be permitted to sell or offer for sale at retail beer containing not more than four percent (4%) alcohol by weight unless such person has been convicted for the violation of any law or ordinance of the city regulating, governing or prohibiting the sale of alcoholic beverages or intoxicating liquor.
