If the person or entity served with said notice fails to abate the nuisance within ten (10) days from the date of mailing of the notice, the city may proceed to abate the nuisance. The city clerk shall maintain an account of expense of the abatement, and such expense shall be paid by the owner or occupant to the city within thirty (30) days after mailing of notice from the city to the owner or occupant of the expenses and the amount due and owing the city.
