The city may cause notice to be served by regular mail or by personal service on the owner or occupant of any property within the city on which weeds or plants are permitted to grow in violation of the provisions of this chapter which notice shall require the owner or occupant to abate said nuisance by the removal of the weeds or plants within ten (10) days from the date of the mailing of said notice.
