Any noxious weed, as the same is defined in title 22, chapter 24, Idaho Code, and which the director of the department of agriculture, state of Idaho, has determined to be a noxious weed pursuant to the provisions of said code, found growing upon any lot or tract of land in the city is declared to be a nuisance, and the same shall immediately be eradicated and eliminated by the owner, occupant, or person in control of the premises.
