All garbage in the City shall be collected by the City, or its duly authorized agent or contractor, as often as is necessary to maintain and preserve sanitation of the community. Temporary failure to make such collection due to circumstances beyond the control of the City shall not relieve the occupant or the owner of the premises from the payment of sanitary service fees as hereinafter established. All occupants or owners of property within the limits of the City shall be responsible for payment of the sanitary service fees as set by the City Council and as hereinafter established.
