If the person owning, holding or maintaining such tree, building or structure does not comply with the provisions of such order within the time therein specified, the Council may cause the repair, destruction or removal of such tree, building or structure at the expense of the person holding, owning or maintaining the same, and may levy a special assessment on the land or premises whereon the nuisance is situated to defray the cost or to reimburse the City for the cost of repair, destruction or removal of said tree, building or structure so declared to be a nuisance.
