It shall be unlawful for any person unless specifically permitted so to do by the Fire Chief to remove any fire apparatus, equipment, tools or accessories from the place where same are kept or to interfere with any fire hydrant, either by turning the water on or off or attaching any hose, pipe or other connections thereto or interfering therewith in any manner whatsoever.
