It shall be unlawful for any person other than members of the Fire Department or police officers, without permission of the Fire Chief or Acting Fire Chief to knowingly or wilfully handle, stand upon or otherwise interfere with any fire apparatus while the same is being used to extinguish any fire or to approach nearer than one hundred feet (100') to the building or fire.
