It shall be the duty of the Fire Chief and any police officer who shall find in any building or upon any premises any combustible or explosive matter, dangerous accumulations, rubbish, waste paper, boxes, shavings, unnecessary accumulations or other inflammable material especially liable to fire, to order and require the removal of such objectionable material without delay.
