Any decision of the Building Inspector or his duly authorized representative made in the enforcement of the zoning provisions of this Code may be appealed to the Board of Adjustment by any person affected by such decision. The appellant shall file with the secretary of the Board a notice of appeal, specifying the ground thereof and a copy of such notice with the Building Inspector, together with a filing fee of ten dollars ($10.00). The Building Inspector shall forthwith transmit to the Board all the papers constituting the record upon which the appeal is taken. The Board shall fix a reasonable time for the hearing of the appeal and give due notice thereof to the parties, and decide the same within a reasonable time. Upon hearing, any party may appear in person or by agent or attorney. The Board may reverse or affirm, wholly or partly, or modify the order, requirement, decision or determination, if, in its opinion such changes ought to be made in the premises, and to that end shall have all the power of the Building Inspector.
