7-3-3: FILLING STATIONS:
A self-service automobile filling station shall comply with all other regulations as to equipment and storage for the storing and dispensing of gasoline and similar petroleum products and in addition thereto, shall comply with the following provisions:
   A.   Coin-Operated And Self-Service Devices: Any coin-operated or other dispensing device for gasoline or similar petroleum products shall be operated only when a competent attendant is on the premises supervising the operation of the station. Such attendant shall be thoroughly instructed in the operation of all equipment, fire distinguishing apparatus and the safety regulations for dispensing of such liquid products. The supervision of a competent attendant shall mean a competent person shall at all times be in the vicinity of and able to observe the operation of any self-service dispensing equipment and capable of rendering assistance in case of need.
   B.   Automatic Shutoff Nozzle: Every coin-operated or other dispensing device for the said petroleum products for a self-service station shall be provided with an automatic shutoff nozzle, without a latch-open device, and with a vacuum operated valve so designed and constructed as to automatically shut off before gasoline overflows.
   C.   Automatic Locking Device: Each dispensing unit of gasoline and similar petroleum products shall be provided with an automatic locking device which prevents the reuse of the unit after the hose has been replaced or until the unit has been manually unlocked. A computing pump that automatically prevents reuse until reset device is operated may be approved as complying with this provision. Each dispensing unit shall be kept locked or otherwise maintained inoperable at all times, except during the time it is actually in use by a customer. (Ord. 419, 1-16-1967)
