It shall be unlawful for any person to burn or cause to be burned any trash, lumber, leaves, straw, papers, or any other combustible material outside of any business district from the period of June 1 of each year to October 31 of each year, without first obtaining a permit from the Chief of the Fire Department, stating when such burning shall be done and under such proper safeguards as the Fire Chief may direct.
