It shall be unlawful for any person by any act or neglect to encourage, aid or cause a child to come within the purview of the juvenile authorities; and it shall likewise be unlawful for any person after such notice that a driver's license of any child has been suspended or revoked to permit such child to operate a motor vehicle during the period that such driver's license is suspended.
